Todd Gilcrist

Todd is Vice President, Clark Resources. He is a career leader and management professional that has served at the highest governmental levels in both the Federal and City Governments.
Todd was previously the Deputy Chief of Staff for the City of Harrisburg where he effectively reviewed, oversaw, and directed City agencies (Public Safety, Public Works, Housing, Parks & Recreation, and Administration) under the jurisdiction of the Mayor. Todd also rose to the top enlisted ranks in his highly decorated United States Air Force career, before retiring after serving 20 years. Todd’s distinctive service to his country and the City of Harrisburg has garnered him awards and accolades from the President of the United States to the Mayor, City of Harrisburg.
While serving in the Air Force, Todd graduated with distinction from the Senior Non-Commissioned Officer’s Academy, Non-Commissioned Officer’s Academy, First Sergeant’s Academy, and received two degrees in Human Resource Management and Information Management. He currently resides in the place in which he was reared, the City of Harrisburg, PA. |

Candace R. Masson

Candace is the newest addition to the Clark Resources’ team and serves in the capacity of Senior Associate. She brings a diverse background and work experience to the firm.
“Candace is an energetic and outgoing individual who brings extensive marketing and project coordination experience to our firm,” added Vice President, John Tommasini. Candace’s primary responsibilities include managing diversity projects in addition to providing various support on the firm’s other ongoing activities.
Candace is a graduate of Mount St. Mary’s University with a Bachelor’s of Science degree in Business Administration with a Marketing concentration. She currently resides in Camp Hill.

Kira Petery
CFO

Kira is the CFO at Clark Resources. She has been Fred’s Executive Assistant for the past 7 years and was recently promoted to CFO. Kira is responsible for managing all of Clark Resources financial accounts and takes care of all of the bank books. She is also in charge of managing Clark Resources payroll and the filing of all of the company’s licenses and organizing the information needed for the filing of the company’s taxes. Kira is in charge of sending out the monthly invoicing to all of their clients, sending out all of the monthly mortgage payments to all of Fred’s different properties and also takes care of the utilities for Clark Resources along with those other properties as well. In addition to these financial responsibilities, Kira also helps to schedule and coordinate meetings for Fred, helps to manage the office on a day to day basis, helps to make any reservations for meetings or trips and is also the company’s notary. Along with Clark Resources financial reports, Kira also takes care of all of the bank books for The Harrisburg Stampede Football team which Fred is part owner of.
Kira was previously employed with Reynolds Construction where she started working with Fred as his Administrative Assistant. She has gained a tremendous knowledge of government relations and business management as well as obtaining knowledge for bookkeeping and accounting skills as well.

Kira graduated from Central Penn College where she received a degree in Specialized Business. She resides in Millersburg with her two daughters, Kailyn and Kendal. |

Christa Toomey
Senior Associate/Non-Discrimination Coordinator

Christa is the Senior Associate at Clark Resources. She joined the Clark Resources team in 2005 as an Executive Assistant to President and CEO, Fred Clark and was promoted to her current position in November, 2008. She is a graduate of Central Dauphin High School where she majored in Academics.
Christa brings to the firm superior knowledge of business operations, customer relations and a distinct understanding of client development. She has worked on numerous multi-million dollar projects as the Non-Discrimination Officer/Coordinator. She has an extensive background in customer service and is known for her exceptional attention-to-detail skills. Christa also assists with the marketing of the Harrisburg Stampede Indoor Arena Football Team. |

Lauren Rowan

Clark Resources welcomes Lauren Rowan to its staff as an Executive Assistant and Director of Communications. Lauren graduated from Penn State in 2008 with a major in Communications and a minor in International Business. She brings to the company high-energy, enthusiasm, and a great deal of knowledge in the technical arena.
She has an extensive background in communication skills, business sales, computer software, professionalism and independent leadership. She is an astute office manager handling a myriad of tasks to include scheduling responsibilities, meeting preparation, and administrative support. Lauren also manages the advertising of Fred Clark's television show, "One-on-One with Fred Clark" and assists in the marketing of the Harrisburg Stampede, a Professional Indoor Arena Football Team. |

Amanda Empson

Amanda Empson plays an integral role as the executive assistant to the President and CEO of Clark Resources. Amanda is also a valuable asset as Director of Communications. Ms. Empson has an extensive background in leadership, professionalism, and personal communication skills.
Along with Clark Resources, Amanda has a lead part in the television talk show, “One on One with Fred Clark,” The Bayou Restaurant, and Cobalt Salon. Amanda’s integrity, savvy, and enthusiasm provide a new and creative energy for our firm.
Amanda is a 2008 graduate of Lebanon Valley College where she received a Bachelor of Science Degree in Psychobiology. She currently resides in the Harrisburg area. |

Lauren Sanders

Lauren supports President and CEO Fred Clark as his Personal Assistant. Her responsibilities involve managing Fred Clark’s schedule and aiding staff. Additionally, she is in charge of managing and acquiring advertisement for Fred Clark’s television talk show, “One on One with Fred Clark.” Lauren’s efforts are responsible for helping to establish the show as a notable and prominent contemporary talk show in Central Pennsylvania.
Lauren graduated from Indiana University of Pa obtaining a Bachelor’s Degree in Physical Therapy. She currently resides in Camp Hill.

Jannie Gunn

Luis Delmoral
Property Manager
Luis is Clark Resources’ property manager. He is responsible for managing and maintaining the up keep of the numerous offices and properties owned by Clark Resources. He is a vital part of the company’s development branch as he knows the ins and outs of all the properties. Luis’ expertise helps maintain and keep all of the properties fully operational.
Luis currently resides within the city limits of Harrisburg.

Wendy Burgos
Assistant Property Manager
Wendy is the assistant property manager at Clark Resources and works directly with the property manager in managing and maintaining the up keep of the numerous offices and properties owned by the firm under it’s development branch. Wendy is a energetic and hard working member of the Clark Resources’ team and provides unparalleled support in the ongoing activities of the firm’s development branch.
Wendy lives in Harrisburg city with her children.

Lacey Reapsome
Senior Advisor and Director of Government Relations
Ms. Lacey Reapsome joined the Clark Resource team this year as a Senior Advisor and Director of Government Relations. Lacey is directly responsible for all governmental affairs and lobbying services that our firm provides.
As a recent graduate of Shippensburg University with a degree in Political Science and International Studies, Lacey offers a thorough knowledge of the political process and current events. Her experiences attending diplomatic models, such as the Model Organization of American States, and her time as a The Harrisburg Internship Semester (THIS) intern for the state provide our firm with a strong background in political matters.

Executive Assistant
Ms. Amber Wood was hired in March 2010 to replace Lauren Rowan as the firm’s Executive Assistant. Amber Graduated from East Pennsboro High School and Cumberland –Perry Vocational Technical School. Amber has a great work ethic and is very organized, she also has an extensive background in communication and customer service. Amber has a very strong career background. She works diligently with managing Fred's calendar, handling the phones and arranging meetings and conference calls with his clients. She has been a great addition to our team.

Tanesha Corum
Call Center Coordinator
Ms. Tanesha Corum was promoted to the position of Call Center Coordinator. Tanesha works with our client, Health America, CoventryCares, which is a new Medicaid Program that launched April 1. She does extensive training, coordinates with the Coventry Help Desk in any issues that need to be addressed, distributes policies and procedures to other Call Center Employees, reviews Member Representatives Health Risk Assessments and monitors and supervisors the completion of calls in the call-log.
