Todd is the President/CEO of Clark Resources. He is a career leader and Management professional that has served at the highest governmental levels in both the Federal and City Governments.
Todd was previously the Deputy Chief of Staff for the City of Harrisburg where he effectively reviewed, oversaw, and directed City agencies (Public Safety, Public Works, Housing, Parks & Recreation, and Administration) under the jurisdiction of the Mayor. Todd also rose to the top enlisted ranks in his highly decorated United States Air Force career, before retiring after serving 20 years. Todd’s distinctive service to his country and the City of Harrisburg has garnered him awards and accolades from the President of the United States to the Mayor, City of Harrisburg.
While serving in the Air Force, Todd graduated with distinction from the Senior Non-Commissioned Officer’s Academy, Non-Commissioned Officer’s Academy, First Sergeant’s Academy, and received two degrees in Human Resource Management and Information Management.
Cheris Reed joined the Clark Resources organization in June 2016. As Director of UPMC Call Center, Ms. Reed has responsibilities that include--but not limited to— strategic planning and execution of Clark's largest call center and associated operations. Core duties include management and leadership of processes for the continuous improvement of the customer experience, customer care, and quality management, workforce planning, coaching and training. In addition, Ms. Reed has responsibilities to manage relationships and/or agreements with external partners Ms. Reed has over 25 years of experience in the Health Care Industry. Early in her career, she served as the Sr. Operations Trainer for one of the largest Health Care organizations in the nation. Prior to joining the Clark Resources team, she served as a Business Manager for multiple regions for a major Health Care carrier. Ms. Reed obtained her higher learning education from Bradley University in Peoria, IL and certification as a Certified Technical Trainer (CTT) through Chauncey Group International. She serves as a Breast Cancer Mentor for the Delaware Breast Cancer Coalition for newly diagnosed Women and Men. She is passionate about supporting the fight against Breast Cancer and volunteers her time throughout the year to raise awareness. Ms. Reed was born and raised in New Castle, Delaware and relocated, along with her two children to the Harrisburg area after joining Clark Resources in 2016.
As Call Center Director, Ms. Rodriguez is responsible for the strategic planning and execution of call center operations. Core duties include management and leadership of processes for the continuous improvement of the customer experience. Tactical emphasis is on customer care, workforce planning, coaching and training. Performance metrics include call efficiency, low abandonment rate, high conversion rates, staffing utilization, acceptable turnover, and financial performance. A commitment to excellence is demonstrated through continuous staff development programs enhancing employee engagement, service, knowledge, skills, and morale.
In July 2012, while attending Harrisburg Area Community College (HACC), Ms. Rodriguez began her career at Clark Resources as a Customer Service Representative (CSR). Initially she conducted Health Risk Assessments for a national health care system. She then moved up through the ranks as a Quality Assurance Analyst, supervisor and manager.
Ms. Rodriguez has a proven record of spearheading new, small, short-term projects that result in exceptional results and projects' expansion. Throughout her career with Clark, she has overseen Provider Validation; Pharmacy Validation; Scheduling PCP Appointments; Health Risk Assessments; Dental Incentives, Utilization Management, and Data Validation.
Ms. Rodriguez graduated from West Chester University, Cum Laude, with a B.S in Public Health in December 2015.
As SQM Coordinator, Ms. Roemer is responsible for providing strategic direction and overall management to Clark Resources’ largest call center in order to ensure that SQM scores are met. Ms. Roemer has a wealth of experience and depth of knowledge in many varieties of call centers including fulfillment, sales and telephony with a concentration in health care. Ms. Roemer has served as a group administration technical trainer and writer for one of the nation’s largest health plans. Ms. Roemer has 18 years continuous service in virtually every role in the call center industry. She has held Property & Casualty licensure in 32 states while serving as an insurance producer in a policy holder’s service center for a national insurance carrier. Ms. Roemer spent the month of October 2016 in Chicago, IL training and then launching a brand new Medicaid call center while serving as the Operations Manager for a global government contract agency. Ms. Roemer, a Berks County native, has lived in Harrisburg for the past five years and joined Clark Resources in April of 2017.
Ms. Rodriguez has been dedicated to Clark Resources for over four years. Ms. Rodriguez joined Clark Resources in 2013 as a Data Analyst Coordinator for all areas of the company. After transitioning to leadership for a small pilot Project, Ms. Rodriguez spearheaded growth initiatives and advanced to her current position as Sr. Manager. Ms. Rodriguez’s tireless effort has not only afforded her this current position, but is also responsible for the successful operations which have been beneficial for the successful expansion of Clark Resources’ clientele. Ms. Rodriguez currently manages a major projects with a focus on contractual metrics. Ms. Rodriquez oversees Inbound Customer Service and Coordination of Benefits. A South Jersey native, Ms. Rodriguez possesses an admirable tenacity, exemplary work ethic as well as a keen, yet compassionate leadership ability. These attributes have helped her become one of Clark Resources’ most trusted and valuable leaders. Ms. Rodriguez is a proud Milton Hershey Alumna. Ms. Rodriguez earned her degree in Business Administration from Bloomsburg University and is currently pursuing her master’s degree in Strategic Leadership.
Mr. Ricardo (Rick) Davis joined Clark Resources in June 2017. He oversees the maintenance of buildings and grounds and ensures the safety and security of Clark Resources’ employees and property. Prior to joining Clark Resources, Mr. Davis worked in a number of industries from the Patriot News (security) to Brenner Chrysler Jeep (sales). Of all the positions previously held, he most enjoyed his position as Public Works Director for the City of Harrisburg to be the most rewarding. Mr. Davis is a native of Harrisburg; a graduate of Harrisburg High School; a U. S. Army veteran and attended Harrisburg Area Community College. He is also the proud father of six; grandfather of 23 and great grandfather of two. He has been happily married to a wonderful woman of 22 years. He loves his position, here at Clark where he has found bliss, because he likes to help people.
